You son can seek true and certified copies of documents. Your son can file a formal request before the municipal Corporation or any relevant authority to seek "certified copies" of the birth certificate and any related information. If the authority do not provide a response, file a complaint with the higher authorities. In case of public authority, you can file a Right to Information application to get the required Information. Dear Sir, A minor cannot seek such information by himself. However he must be represented by a natural or legal guardian. It appears no information was given to him as he is a minor as such no cause of action arise for you to lodge any complaint against any body.

No such suit can be filled against the authority till your child becomes 18 year old as till then you are the legal guardian and you have to provide "true and certified copies of documents"
