Sir , One more question If Hon.Supreme court dismissed a case can one file a suit against it in Hon High Court? is there any time limit?

Dear Sir, The Hon'ble Supreme Court of India is the Apex Court and you can not file any suit in any High Court. You can file Review before the Apex Court.
